Community Action Grants
CAG Logo The Urban Land Institute and the ULI Foundation are pleased to present the Community Action Grants program, which seeks to encourage entrepreneurial projects at the state, regional and local levels to build community consensus for action and change.

Grants are awarded for creative, innovative community outreach, research, or education programs. By encouraging new ideas and supporting the most entrepreneurial projects, all communities can benefit because successful projects can be replicated.

ULI makes grants available annually to District Councils and ULI members to seed these projects.

  • ULI members on behalf of other nonprofit organizations or local jurisdictions.

Judging Criteria
Applications will be judged based on the following criteria:
  • Is there a strong role for ULI, which engages ULI members in creating, executing, and sustaining the program; raises the visibility of ULI; and enhances the reputation of ULI as a trusted source of information, advice, and expertise or as the trusted convener of diverse stakeholders?
  • Does the project address ULI priority areas: workforce housing, sustainability, infrastructure, and capital markets?
  • Does the project build consensus for action to change local, regional, or state policy and practice?
  • Does the project create local alliances with academic, government, nonprofit, or quasi-public institutions?
  • Have matching funds been committed to the program?
  • Is the project replicable in other communities?

Application Checklist
Grant requests should include the following information:
  • Name and contact information of the applicant
  • Name of lead ULI member(s)
  • Additional parters (if any)
  • Project description
  • Project timeline
  • Proposed project budget (Please note any matching funds and the source of these funds.  Applicants are encouraged to provide letters showing a commitment of matching funds.)
  • Anticipated project outcomes
  • Letter of support from local District Council (required)
  • Additional letters of support (optional)

How to Apply
  • Grant requests should be submitted electronically to dana.vangalder@uli.org.
  • The Community Action Grant Review Committee, composed of ULI Trustees, meets twice a year to consider grant requests.  Awards are announced at the ULI Fall Meeting and ULI Spring Council Forum.

Frequently Asked Questions

1.  What are some project ideas?

These project ideas are offered to help stimulate ideas for projects that you and your district council might undertake. In all cases, there should be a strong ULI role in grant ideas.

  • Develop and/or implement a community vision or growth plan 
  • Offer a land use/development educational program for local ULI leadership, private and non-profit developers and/or elected officials 
  • Organize regional/interjurisdictional cooperation projects
  • Develop programs or studies related to infrastructure, sustainability and smart growth, urban revitalization, or other topics relevant to your community 
  • Implement recommendations from a Technical Assistance Program (TAP) or Advisory Services Panel
  • Examine vehicles for gap financing
  • Look for opportunities that expand the “ULI brand” and public/private partnerships
  • Fund a regional GIS database

2. Do I have to be a ULI member to apply?

Yes, only District Councils and individual ULI members, on behalf of nonprofit and government organizations, may apply for Community Action Grants. As stated above, individual members should contact their District Council to let them know of their application well in advance of the deadline.

3. How many applications can be submitted each round by one District Council?

There is no limit to the number of applications that can come from or through a single District Council, but District Council leadership must be notified of each application in advance of the application deadline and given the opportunity to comment.

4. What is the size of a typical grant?

ULIF has made $175,000 available for the FY10 rounds. CAG awards are generally limited to $25,000 or less.

5. How long after the awards are announced will the grants be distributed?

Grants will be made within approximately one month of the awards announcements.

Since the program's inception in FY05, 1, 238 applications have been submitted to ULI and 58 CAG have been awarded amounting to over $1,280,000.  At this year's ULI Fall Meeting in San Francisco, 5 new grant recipients were announced.
