DEPARTMENT:  Initiatives

LOCATION:  Washington, DC

REPORTS TO: Executive Vice President, Initiatives

FLSA CLASSIFICATION: Exempt

POSITION STATUS: Full-Time

DATE OF REVISION: March, 2008

BASIC FUNCTION:

In 2005, the Urban Land Institute launched an Infrastructure Initiative in response to a shared belief that decision making for infrastructure was flawed.   ULI’s body of work to date includes forums on the state of infrastructure, infrastructure financing, and the impact of population growth and infrastructure; the Infrastructure 2007: A Global Perspective report; panel discussions across ULI district councils; and staff participation in panels and speeches across the country.  All have underscored the need to inject new metrics in infrastructure decision making that encourage density, smart growth and sustainability and that reconnect infrastructure to land use, housing affordability and the built environment.

As a key element of this effort, information is gathered, distilled and disseminated to our members, policy makers, and the public.  The Senior Associate works within the Initiatives Group, with other staff, ULI Product and District Councils and members to identify trends, cutting edge issues, and obstacles to accomplishing improved metropolitan planning and development. One of the great strengths of ULI is the ability to offer stakeholders concise, information and research which can be applied in a variety of business and decision making efforts.  The goal of ULI is to move beyond the creation of passive materials and to effect change within the built environment.
The Senior Associate will focus on the Infrastructure Initiative and on taking work which has been done to date as well as newly generated work and encourage implementation at federal, state and local levels.

SPECIFIC RESPONSIBILITIES:

  • Assist in the preparation of an annual program of work within the Infrastructure Initiative.  This may include gathering information on new issues, assessing the breadth and scope of issues, and identifying current leading policies and practices.

  • Work with 3-4 of the ULI District Councils on a prototype basis to assist them in developing locally improved infrastructure agendas and plans.  The goal would be to assist communities in developing strategies which better integrate infrastructure with housing and sustainability.  A balance between repair and maintenance of existing infrastructure with needs for new projects and metropolitan growth would be considered.  Regional strategies and implementation of ideas developed in visioning sessions and the exercise of  ULI’s Reality Check efforts would be favored.
  • Document and disseminate information gained from working within the District Councils to assist others in implementing strategic infrastructure goals and objectives.
  • Working with the Infrastructure team, develop and conduct policy forums, symposia, meetings and other means of engaging in policy dialogue and communicating “best practices” regarding specific priority issues of development and land use policy
  • As requested, serve on national committees of government and professional organizations concerned with infrastructure research and policy.
  • Direct and conduct research projects creating original information and/or gathering information from other sources and synthesizing it for various ULI audiences.  Monitor usefulness of materials through feedback loops and with attention to the overall goal of assisting developers and communities in achieving better land use practices.
  • Participate and assist in ULI Advisory Panels, Forums, Conferences, as requested

KNOWLEDGE AND SKILLS:

  • Knowledge of infrastructure planning, policy development and implementation, real estate, and land development issues ideally from both a public and private sector vantage point.
  • Background in at least two of the following areas is essential:  infrastructure, sustainability, housing, public policy, urban development.
  • Familiarity with local, state and national policies on issues within high growth areas is helpful.
  • Experience in working with diverse groups and various interests to assist participants in achieving commonly established objectives is useful.
