Responsibilities of a Council Member

Council participation is a key benefit available only to ULI Full Members. ULI's 44 domestic Councils meet twice yearly, in conjunction with the Spring Council Forum and Fall Meeting. ULI's Global Councils meet twice a year outside the U.S. and sometimes at the ULI Fall Meeting.

Appointment to a Council is a privilege. A Council member must attend two out of three consecutive Council meetings in order to retain his/her Council appointment. Please note that a Council members' attendance record carries over when appointed to a new Council and that one only receives credit for attending the meeting of the Council to which they are appointed. Those dropped from the Council must wait for one year before being considered again for Council membership. The ULI Chairman may decide on an individual basis if a Council Member's absence should be excused.


Council Attendance Policy

For attendance at Council meetings to be counted, three conditions must be met:

  • Since Council Meeting Day is part of the ULI Meeting for a Council member, each Council member must be registered for the entire ULI Meeting.
  • Each Council member must attend the Council meeting in person—sending a substitute is not permitted.
  • Each Council member must sign an attendance sheet during the Council meeting, as this provides the only record of one’s attendance.

Expectation of Council Members

Council members are expected to:

  • Attend and participate as speakers and panelists at ULI Spring Council Forums and Fall Meetings.
  • Attend and participate as speakers and panelists at Council Meetings.
  • Serve as panelists at Project Analysis Sessions held in conjunction with the Spring Council Forums and Fall Meetings.
  • Serve as panel members for Advisory Services assignments scheduled throughout the year.
  • Contribute to ULI publications through the contribution of articles and papers.
  • Participate as Committee/Subcommittee/Task Force members, if so appointed.
  • Participate in Research and Education Programs.
  • Participate in District Council programs in their area.

General Purposes of the Council Program

  • Provide a forum for information exchange on the state-of-the-art in the development field.
  • Develop and maintain an informational and response capability for addressing development problems and opportunities.
  • Provide an appropriate focus on the major social and economic goals and issues of the day.
  • Provide input to impact and influence community attitudes and lifestyles regarding development.
  • Apply research to innovative applications in land use planning.
  • Seek meaningful ways for all Councils to relate to and interact with each other.
  • Capitalize upon the efforts of ULI's membership talent to strengthen the Institute's overall impact and thrust.

Council Facts

  • Only ULI Full Members are eligible to participate on Councils.
  • ULI membership must be current and Council Affiliation Fees (CAF) paid within 60 days following appointment in order to remain on a Council.
  • Council members, upon payment of the CAF, agree to remain on the Council to which they have been appointed for a period of one year (through June 30 of the year of their appointment).
  • Each Council has 50 members plus those off the count--Emeritus, Honorary, Life Council, Advisors, Fellows, and Corporate Sustaining Affiliates are not included in the current 50-member count.
  • Councils are responsible, through their Program Vice Chairs, for the programming that takes place during the main concurrent programming days of the Spring Council Forums and Fall Meetings.
  • The Assistant Chair is responsible, through member suggestions, for programming that takes place on Council Day.
  • Councils meet for a full day of private meetings at the annual Fall Meeting and Spring Council Forum.
  • Council members must attend their own Council meeting for a minimum of 4 hours and sign the attendance sheet in order to receive attendance credit. 
  • Councils get together for a dinner or reception one evening during each Meeting (usually the evening before the Council Day Program), so members have an opportunity to get to know each other socially.

Council Flights/Colors

  • Additional flights (designated by color) are created to allow more Full Members to participate in the Council program.
  • This prevents a long waiting list, which would exist if each Council consisted of only one flight.
  • Flights are added as significant interest is generated and there is a balanced Wait List of 30 or more members.
  • There is no distinction between the various colors associated with the flights.
