Welcome to the third edition of the newsletter for the ULI Center for Balanced Development in the West, which looks closely at infrastructure issues. David Stocker, Research Director, reports on the impact of transportation spending in the American Recovery and Reinvestment Act of 2009 on several western states, and considers the implications for a major upcoming federal transportation spending bill. The newsletter contains the next installment of our Trailblazers Podcast series, featuring a presentation by Pat Mulroy, General Manager of the Southern Nevada Water Authority, at ULI Nevada’s 2nd Annual Water Summit. As an authoritative expert on western water management issues, Mulroy shares her unique insights on water, growth, land use, and climate change. Frank Beck of ULI Nevada also contributes a full summary of this event. Finally, David Stocker provides a case study of an innovative bus rapid transit project in Lane County, Oregon, which is a high-capacity transit system which is well suited for small to mid-sized communities. Priority Areas
ULI has identified three priority areas—Infrastructure, Housing, and Sustainability/Climate Change—for the Center for Balanced Development in the West. The Center tackles these issues from a regional perspective and plans events and conducts research about the special impacts in the West. ULI’s innovative approach to these three priority areas is to treat them as being inseparable from the perspective of land use impacts. The nexus of energy, land use, infrastructure, and real estate makes the strongest case ever for building more efficient communities.
