Transportation for a New Era: Growing More Sustainable Communities
Released in July 2009, this report contains five principles for transportation reform:

  • Recognize the role of land use in linking infrastructure, housing, and sustainability.
  • Foster and encourage more compact development.
  • Channel funding through the “three Bs”: base formula funds for system maintenance, bonus incentives for sustainable investment, and an independent American Infrastructure Bank.
