Chester has long been recognized as the ‘jewel in the crown of the North West of England’ thanks to its Roman heritage, racecourse, zoo, cathedral and historic centre. The Chester “Rows” a unique retail environment with two levels of shops and covered walkways housed in Tudor era, half-timbered building facades.

However, there are concerns that Chester is losing market share to nearby cities in the region (Manchester, Liverpool) and have further competition from out-of-town retail outlets.

An Urban Land Institute Advisory Services panel consisting of international experts in retail development, preservation, urban planning, centre city regeneration and public policy will visit Chester to provide strategic advice on a variety of land use and real estate issues.

ULI is continuing to expand its influence overseas with the completion of the Institute’s first advisory services panel in the UK. The panel consisting of international experts advised the city of Chester on how to revive its retail sector and improve tourism while retaining the city's local character. The panel’s advice generated much media interest, including an attention-grabbing headline from the BBC: Chester Too Reliant on Cheap Drinking, Report Says.

The ULI Advisory Panel consists of land use and real estate experts from within the membership of the Urban Land Institute. Prior to the panel dates, the panelists receive briefing materials summarizing the land use, economic, transportation, environmental and demographic profile of the city. ULI has been conducting Advisory Panels since 1947 providing sponsors with detailed strategic advice on difficult local land use issues where an “outside point of view” is an important step in realizing a vision. Panelists are some of the most senior and informed land use, real estate and policy professionals in the business and will include developers, planners, architects, economic development experts, land economists and market analysts.
