Chairman’s  Message

ULI and SECOVI will bring industry leaders from the international community and Brazil  to its annual Property Development, Investment, and Finance conference in São Paulo, Brazil 2-3 August 2005. At this unique event, leading developers, investors, advisors, and public officials will convene to examine how growth in Latin American cities can be translated into real estate value and investment opportunities.

This year’s conference will feature presentations from Dr. Tim Campbell urban advisor, city management and urban development, World Bank Institute and The World Bank; Kenneth H. Hughes, president, Kenneth H. Hughes, Inc.; Charles F. Lowrey, chief executive officer, Prudential Real Estate Investors; Maureen L. McAvey,  senior resident fellow, ULI/Klingbeil Family Chair for Urban Development, ULI–the Urban Land Institute; and Paris Rutherford, vice president, RTKL Associates, Inc. 

In addition, the agenda promises a wide range of timely, substantive, and provocative discussions on such issues as:

  • How to provide lower risk profiles for real estate.
  • What it takes to create strong and sustainable real estate capital markets.
  • The need to provide a balance of domestic real estate capital investment along with opportunities for foreign investment.
  • A look at best practices in downtown and business revitalization, master-planned communities, and transit-oriented mixed-use development.

The event will also include an optional daylong mobile workshop featuring two innovative and challenging real estate developments in and around São Paulo. This workshop will give you an opportunity to see firsthand these principles in practice.

Dolman is the project officer responsible for new business development and project oversight for Hines in South America. Since joining Hines in 1991, he has managed, leased, developed/redeveloped more than five-million square-feet of commercial real estate in both domestic and international real estate markets. Notable projects include: the 420,000 square-foot Panamerica Park; the 1,100,000 square-foot Louveira distribution Park in São Paulo, Brazil; the390,000 square-foot Torre Almirante in Rio de Janeriro, Brazil; and the 230,000 square-foot Northpark in Buenos Aires, Argentina.

Dr. Campbell has worked for more than 30 years in urban development with experience in scores of countries and hundreds of cities in Latin America, Asia, Eastern Europe, and Africa. His areas of expertise include strategic planning, decentralization, urban policy, and social and poverty impact of urban development. Dr. Campbell advises the World Bank Institute’s (WBI) program for developing capacity in cities of the Bank’s client countries. In addition to many policy papers on decentralization, Dr. Campbell has authored several books including The Quiet Revolution, which explores the rise of political participation in cities with the onset of decentralization in Latin America from 1983-1995 and Leadership and Innovation, a collection of case studies about the innovation process in leading local governments in Latin America.

Since 1983, Hughes’ companies have developed numerous projects in the Southwest of the United States  and have consulted on several major projects in Mexico. The area of emphasis for Hughes has been large, inner-city mixed-use developments containing loft apartments, office, retail and entertainment uses. The developments reflect Hughes’ focus since its inception: developing, leasing and managing special projects in prime locations, particularly focusing on specialty retail, inner-city housing and urban mixed-use and transit oriented projects. Transit-oriented development has been one of the company’s focuses in recent years. Hughes was the developer of Mockingbird Station, which includes mixed-use luxury loft apartments, office, shopping/entertainment, four star hotel complex, structured, underground, and surface parking, and was the first project in Texas to be located directly atop a light-rail station.

Charles F. Lowrey

Lowrey joined Prudential in March 2001. He is currently chief executive officer of Prudential Real Estate Investors. Previously, Lowrey was a managing director and head of the Americas  for J.P. Morgan's Real Estate and Lodging Investment Banking Group, where, in 1988, he began his investment banking career. Prior to joining J.P. Morgan, he spent four years as a managing partner of an architecture and development firm he founded in New York City. Lowrey is the chairman of the board of NAREIM, on the board of PREA and a member of AFIRE, NAREIT and ULI. Prudential Real Estate Investors (PREI) is the real estate investment management business of Prudential Financial. PREI has offices in thirteen countries throughout the world including Brazil and Mexico. PREI's specialized operating units offer a broad range of investment opportunities and investment management services in the United States, Europe, Asia, and Latin America. As of 31 March 2004, PREI managed $19.7 billion of gross assets ($13.3 billion net) on behalf of more than 300 clients and is ranked among the largest real estate investment managers. PREI is also an ULI benefactor.

Andrea Matarazzo

In addition to serving as sub-mayor for the Sé area of São Paolo, Matarazzo also serves as the municipal secretary of the Services Department and the coordinator of the Downtown Revitalization Project.   Prior to his service to the city of São Paolo, Matarazzo served as the former Brazilian ambassador for Italy.  He was also the minister chief of the Secretary of Communication of the Presidency of Republic, and the São Paolo Secretary of Energy.  Matarazzo has also had numerous postions in the private sector.  He has been, president of CESP - São Paulo Electric Power Company, president of METALMA S/A and president of Matarazzo S/A Holding.

Maureen L. McAvey

McAvey is senior resident fellow for urban development at the Urban Land Institute (ULI). She has more than 25 years of experience in real estate development, consulting, and the creation of public/private financial structures. Prior to joining the ULI staff, she was director of business development for Federal Realty Investment Trust (FRIT), which owns and manages retail and mixed-use developments. While there, she assisted in the establishment of a private-public financial package to fund a mixed-use retail/housing development in Arlington County, Virginia; and she completed a similar private-public partnership to support a FRIT project in San Antonio, Texas. She is a frequent guest lecturer at major universities and a frequent national speaker.

Rutherford is a vice president and director of RTKL Associates Inc., a multi-disciplinary planning and architectural firm with 12 offices in the Americas, Europe and Asia. He coordinates the firm-wide planning practice while leading the urban design studio in Dallas. His focus is the creation of Great Places that are based on financial, political, social, and experiential success. To get there, he uses a solution-oriented approach grounded in creativity, market reality, and stakeholder input. The recipient of numerous local, regional and national planning awards, he has served as designer for some of the firm’s most high profile work including mixed-use and transit-oriented development, downtown revitalization, suburban reinvention, corridor studies, international new town development, and urban design guidelines among others.

In conjunction with this year’s conference, ULI and SECOVI have organized an optional mobile workshop tour of two development projects in metropolitan São Paulo that have created real estate value—Century Plaza, developed by Brascan; and the Genesis, developed by Takaoka. Come and learn from these projects how to create real estate value from dramatic rates of urbanization.

Brascan

Brascan Century Plaza is an innovative architectural complex located at a high-class district in Sao Paulo with three towers. It was designed for large corporations, commercial offices, and housing and lodging flats, integrated by an open mall offering leisure and shopping options to its users. The development introduced in Brazil the “multi use” concept, and it was awarded with the “Prix d’Excellence 2005” by FIABCI.    

The Gênesis
Takaoka

The Gênesis Project is unique in its approach to creating a more sustainable urban environment. By eschewing the traditional Brazilian approach for urbanization of a land plot which begins with the removal of all vegetation legally allowed and replacing just a small fraction of the lost vegetation with new plantings, Takaoka was able to increase the amount of Atlantic forest by an average of 24.8% while still receiving a comparable return on investment.  (In the case of Gênesis I, the inflation rate was 40%, certificates of inter-bank deposit were 48% and plot prices were raised by 80%). See firsthand how Takaoka was able to achieve this remarkable feat.
