Biographies

Stephen Barter
Head of Real Estate Investment
The First Investor
Doha, Qatar

Barter is Head of Real Estate Investment at The First Investor, Qatar (TFI). TFI is principal adviser to the Qatar Investment Authority’s real estate entities, Qatari Diar and Barwa and provides real estate, investment banking and fund management services to other clients within the Gulf Region.

Prior to joining TFI, Barter was Group Projects Director of Grosvenor Group, the Duke of Westminster’s international property investment, development and fund management company, which invests in 17 countries within Europe, North America, Asia and Australia. A graduate of Cambridge University, Barter became an equity partner at the international property consultant, Richard Ellis (now CBRE) and, was subsequently Head of European Real Estate at an international investment bank.

Among other appointments, Barter is Chairman of the Advisory Board for a newly created real estate programme at the University of Oxford, and a member of the Global Advisory Board of the University of Chicago Booth School of Business. He was until recently UK Chairman of the Urban Land Institute and was a member of the UK Government’s Defence Estates Committee and Property Consultative Committee, and the Bank of England’s Property Forum.

Short has 25 years of experience in the European investment banking (Warburg, Barings and Lazard) and real estate investment management business (Pramerica and Internos). He formed Internos Real Investors LLP in April 2007, a pan-European real estate investment management business. Prior to this he was CEO of Pramerica's European merchant banking business (Jan 2000-March 2007) and deployed €1.4bn of equity in 12 separate corporate property transactions across Europe.

Short is a ULI trustee, chair of the ULI London District Council and a non-execetive director of Great Portland Estates and Big Yellow.

Bridget Rosewell is one of the founding directors and Chairman of Volterra Consulting, established in 1998 to apply leading-edge mathematical and statistical techniques to solve economic and business problems. Bridget has just completed six years as consultant Chief Economist for the Greater London Authority. She was a member of the ‘Seven Wise Men’ which advised the Chancellor of the Exchequer and also advises the Treasury Select Committee on monetary policy.
