Michael Banner is the President and CEO of the Los Angeles LDC, Inc. a
nonprofit community development financial institution that is dedicated
to providing capital to catalytic commercial real estate development
projects in the emerging or underserved low-income communities
throughout Southern California. He has been active in the field of
community development finance and bringing capital into low-income
communities since 1988.
Under his leadership, the LDC has arranged $50 million of financing for
community development transactions by creating unique public-private
financing partnerships and programs. Banner is a recognized leader in
the efforts to utilize securitization techniques to establish a viable
national secondary market for community development mortgage-backed
assets. From 1995-1997, he served as the primary financial advisor to
the Mayor’s Office of Economic Development during the Riordan
administration while providing capital and financial advisory services
to developers and businesses that were the focus of the retention and
expansion efforts of LA’s Business Team.
Banner has served on numerous boards and commissions including the board
of commissioners of the Housing Authority of the City of Los Angeles,
Business Tax Advisory Committee, New Markets Tax Credit Coalition,
Community Development Technologies Center-Merrill Lynch Advisory
committee, Los Angeles Trade Technical College & Fannie Mae
Foundation Mortgage Finance Program, Minority Program in Real Estate at
the Lusk Center at the University of Southern California, California
Reinvestment Committee and Community Reinvestment Fund.
Banner is a graduate of the inaugural class of the Minority Program in
Real Estate at the USC Marshall School of Business and holds a degree in
Business Administration from Loyola Marymount University.
