About the Terwilliger Center
The ULI Terwilliger Center for Housing was established by J. Ronald Terwilliger, chairman of Trammell Crow Residential, to expand housing opportunities for working families. The mission of the Center is to serve as a catalyst in increasing the availability of workforce housing in high-cost communities by harnessing the power of the private sector.

The Center defines workforce housing as housing that is affordable to households earning 60 to 120 percent of the area median income. Workforce housing fills the gap between market-rate housing that is increasingly unaffordable to live in and affordable housing that is supported by public sector subsidy programs.

Led by a National Advisory Board, comprised of some of the nation’s top housing experts, the Center supports the development of mixed-income communities close to employment centers and transportation hubs. The Center encourages the sustainability of workforce housing through green practices and public resource subsidies to remain with the unit to ensure economic integration.

Through a multifaceted approach the Center facilitates research, advocates for public policy change, publishes best practices, convenes housing experts, and works to eliminate regulatory barriers to the production of workforce housing.
Jack Kemp Models of Excellence Awards
 

ULI's Jack Kemp Workforce Housing Models of Excellence Award recognizes and honors developers demonstrating leadership and creativity in providing expanded housing opportunities for America's working families.  The awards recognize exemplary developments that meet workforce housing needs in high-cost communities.  Developments are selected based on the following criteria:
  • Affordability
  • Proximity to centers of employment and transportation hubs
  • Quality of the design and site planning
  • Involvement of public and private partnerships
  • Use of regulatory reform to reduce costs
  • Energy efficiency
  • Sustainable green construction and land development
  • Innovative building technologies and systems
  • Replicability of the development

Robert C. Larson Workforce Housing Public Policy Awards
The ULI Terwilliger Center announces a new workforce awards competition–The Robert C. Larson Awards­­–to recognize exemplary state and local programs policies and practices that support the production, rehabilitation or preservation of workforce housing. This new awards program complements the highly successful ULI Jack Kemp Workforce Housing Models of Excellence Awards program that currently recognizes excellence in the actual development of workforce housing projects.

  • Impact on the supply of workforce housing
  • Comprehensiveness of the tools and programs employed by the state and/or locality
  • Use of innovative strategies and tools by the state or locality
  • Involvement of public/private partnerships
  • Ability to leverage private and nonprofit funds
  • Quality of the housing resulting from these efforts
  • Extent to which the workforce is located near major centers of employment and/or transportation hubs.
  • Extent to which the efforts of the jurisdiction are worthy of replication
