About the Center

The ULI Terwilliger Center for Workforce Housing was established by J. Ronald Terwilliger, chairman of Trammell Crow Residential, to expand housing opportunities for working families. The mission of the Center is to serve as a catalyst in increasing the availability of workforce housing in high-cost communities by harnessing the power of the private sector.

The Center defines workforce housing as housing that is affordable to households earning 60 to 120 percent of the area median income. Workforce housing fills the gap between market-rate housing that is increasingly unaffordable to live in and affordable housing that is supported by public sector subsidy programs.

Led by a National Advisory Board, comprised of some of the nation’s top housing experts, the Center supports the development of mixed-income communities close to employment centers and transportation hubs. The Center encourages the sustainability of workforce housing through green practices and public resource subsidies to remain with the unit to ensure economic integration.

Through a multifaceted approach the Center facilitates research, advocates for public policy change, publishes best practices, convenes housing experts, and works to eliminate regulatory barriers to the production of workforce housing.

Past Events
2009 Annual Workforce Housing Forum

In May 2009, the Terwilliger Center hosted their second Annual Workforce Housing Forum in Washington, DC. The forum, titled "Financing Workforce Housing in a 'Stimulated' Economy," included two site visits to workforce housing developments in Montgomery County, Maryland, a keynote address by Chairman of CityView and the Former Secretary of the U.S. Department of Housing and Urban Development Henry Cisneros, and a day of informative, answer-driven sessions which highlighted financing, the role of the FHFA, best practices in workforce housing development, and the opportunities for public/private partnerships provided by the Neighborhood Stabilization Program (NSP) funds.
