Awards

The ULI J. Ronald Terwilliger Center Workforce Housing Models of Excellence Award recognizes exemplary developments that meet workforce housing needs in high cost communities.

Deadline for Entry Extended: June 23, 2008 (postmark date)

Eligibility for Submission

  • The owner/developer is a private for-profit or not-for-profit business entity
  • Public capital subsidies (such as project-specific construction, infrastructure)—other than land—do not exceed 25 percent of total development costs. For the purpose of this award program, private capital raised through the sale of tax credits does not count towards the 25 percent cap.
  • The development must:
    • Be completed or in stabilized construction and be financially viable
    • Include at least 25 percent of the total units affordable to families making between 60 and 120* percent of area median income (AMI)
    • Be located near major centers of employment and/or transportation hubs
    • Be located in the United States
  • Membership in ULI is not a requirement

Criteria for Judging

  • The number of affordable workforce units exceeding the threshold of 25 percent of total units
  • The extent of affordability within 60 to 120 percent* of AMI
  • Quality of the design and site planning
  • Involvement of a public/private partnership
  • Use of regulatory reform to reduce development costs
  • Ability to leverage public, private, and nonprofit funds, particularly financial investment by major local employers
  • Energy efficiency beyond code
  • Green construction and sustainable land development practices
  • Innovative building technologies and systems that reduce cost and/or improve quality
  • Extent to which project is worthy of emulation

*in Florida, 60 to 140 percent

Complete the application form and follow instructions on the form for submission of images, application fee payment, and delivery of application materials to ULI.

Jury

The jury will be composed of the members of the ULI Terwilliger Center for Workforce Housing National Advisory Board.

Winners and Finalists

  • Winners will be honored during ULI’s Fall Meeting, October 27-30, 2008, in Miami Beach, Florida.
    • J. Ronald Terwilliger will announce the winners at a reception in October, 2008.
    • The main exhibition hall will display images of the winners.
  • Winners will be featured in an article in the January 2009, issue of Urban Land magazine.
  • Finalists and winners will be profiled on this Web site.
  • All entries will be available as resources to authors, editors, and conference organizers at ULI for articles, books, conference programs, and other publications.
